About Phase II Storm
Water Management: An Introduction
The Regional Water
Quality Control Board (RWQCB) has identified the Los Osos/Baywood Park
community as a municipal separate storm sewer operator (MS4) and is
required to comply with the Phase II Final Rule General Permit due to
its dense urbanized area and discharge of storm water to a sensitive
water body.
In accordance with
the submittal in March 2003 to the RWQCB of the Phase II Storm Water
Management Plan for Los Osos, the LOCSD is required as an MS4 to take
the necessary steps to design, implement and follow a plan for
controlling or managing storm water discharges at their facilities
including any impacts associated with construction activities. These
plans known as Storm Water Pollution Prevention Plans (SWP3s) are site
specific and unique to every facility. The purpose of an SWP3 is to
focus management attention on sources of storm water pollution and to
control those sources to eliminate or minimize the risk of storm water
pollution. As the name implies, the SWP3 is intended to prevent
pollution. The key requirements for the LOCSD will be to:

Appoint a
pollution prevention team to be responsible for development and
implementation of the SWP3

Develop a site
map and identify potential sources of storm water pollution at
facilities and evaluate their significance

Manage
significant pollution sources by implementing measures and controls
called best management practices (BMP’s) that are appropriate to the
specific site

Review the
physical site, operations and plan on a regular basis to ensure that
the management controls are still effective and the plan is up to
date
