On April 15, 2004, the California Coastal Commission determined that the appeal against granting the District a Coastal Development Permit warranted a de novo hearing. This hearing should be scheduled six to twelve months from April 2004.
Consequently the District will be short of bond funds originally planned for its part of the toilet retrofit project. The District's toilet retrofit project was originally being made possible through a $500,000 matching grant from the Department of Water Resources
(DWR).
The DWR has agreed to let the District wait until after the de novo hearing to make a decision about how to proceed with the toilet retrofit project. The District will keep the community updated.
