About the Water Master Plan

The Los Osos Community Services District Water Master Plan (WMP) is critical to responsible planning, management of services, and for sustainable future development in the Los Osos water service area. First developed in June 2001, the WMP is used to develop and assess not only current existing water system infrastructure and water demands, but also to determine deficiencies in infrastructure and treatment facilities.  It also addresses growth in future years to come. Highlights of issues being addressed in the WMP are water supply and water quality, water storage, water distribution and capital improvement projects. The WMP also considers hydro geological groundwater studies and models, water reclamation and conservation for future sustainable water supply, provisions for modifications in fire code targeting adequate fire flows, and a financial capitalization plan for taking advantage of low interest loans through the State Infrastructure Bank for the funding of capital improvement projects.

The current LOCSD WMP dated August 2002 was circulated through technical advisory committees for review as well as public review. The document was ultimately adopted by the LOCSD Board of Directors in March 2003.

The Board of Directors on May 19, 2005 approved the first contract of the Capital Improvement Projects (CIP) program. Contract #9, the Hydro-Pneumatic Zone Expansion, South Bay Well Upgrade, and Booster Station Upgrade project was awarded to Penfield & Smith Engineers through a competitive bid process. The District has also issued a Request for Proposal for Contract #10, the 16th Street and El Moro, and the 16th Street and Santa Maria pipe upgrade project. District staff anticipates the Board of Directors will consider the award of the Contract #10 at its regularly scheduled meeting on July 7, 2005. Both projects are designed and slated to address inadequate flows and low pressures throughout the community water system.
